What Baldwin Park is
A Navy base, rebuilt as a neighborhood.
The land was the Orlando Army Air Station from 1942. In the early 1960s it passed to the Navy as the country's third Naval Training Center, which trained more than 650,000 recruits over the next three decades. Here is how the main base became Baldwin Park, from the City of Orlando's own history.
- July 1993. The federal Base Realignment and Closure Commission identified the Naval Training Center for closure.
- May 1998. The city chose Orlando NTC Partners, also known as Baldwin Park Development Co., whose team included David Weekley Homes and Morrison Homes.
- July 27, 1998. The Orlando City Council adopted the Planned Development ordinance that regulates all development in Baldwin Park.
- October 27, 1999. The City Council voted to buy the property from the Navy and, moments later, to sell it to Orlando NTC Partners.
- The clearing. 256 buildings with 4.5 million square feet came down, along with 25 miles of roads and 200 miles of underground utilities. 750,000 tons of concrete were crushed and reused on site.
- The plan. 200 acres of parks, 250 acres of lakes opened to the public and about 550 acres of developable land. The land use program, as amended, allows 4,400 homes, plus 178 in one building, along with 310,000 square feet of village center shops and 250,000 square feet of village center offices.
- The look. Design guidelines cover six architectural styles and require seven lots between homes with the same body massing.
The lakes and the village center
Baldwin Park is built around two lakes. Lake Baldwin, about 200 acres, is bordered by both Orlando and Winter Park (Orlando Sentinel, 2016). Lake Susannah covers 78 acres (Orange County Water Atlas). City owned parks include Blue Jacket Park, the lakeshore around Lake Baldwin, the Lake Susannah lakeshore and the Village Center Harbor. Parks owned by the Urban Orlando Community Development District are generally designed to hold stormwater, and the property owners' association owns the three neighborhood centers.
In 2020 the former Naval Training Center earned the EPA's National Federal Facility Excellence in Site Reuse Award, and Baldwin Park was selected as a 2006 EPA Phoenix Award winner (EPA).

What it shows. The medians are close. The difference is the top and the age of the homes: Winter Park closed five times as many homes at $1 million or more, and 37 of them were new. In Baldwin Park the $1 million tier is resale. On any Baldwin Park home, ask whether a community development district assessment and association dues apply, and how much, since they are part of what it costs to own.
